I designed and built a quartz master clock to drive my Solari Dator slave clock. I used only old school TTL chips, some CMOS, transistors and relais. None of the modern microcontroller stuff.... I mean these chips are way more powerful than to use them to count seconds.
And I have tons of those old chips around, so why not use them?
